I don’t like the “specifically for cross-border workers”. Why not for everyone?
If you live in Weiswampach and work in Dudelange (90 km), you’re supposed to be stuck in traffic jams for hours but when you live in Hettange-Grande (10 km) you can work from home for 2 days per week?
Setup a small consultancy firm, offer the same services you do at current day job plus extras, work from home, done.

What about people who live In LU and whose management does not allow homrworking?
The fact that after 2 years the threshold with Germany still being 19 days is a joke…
