Taipei, Nov. 7 (CNA) Taiwan hopes to work with European partners to strengthen the security of critical infrastructure, including undersea cables, Foreign Minister Lin Chia-lung (林佳龍) said in a prerecorded video address to the Berlin Security Conference on Wednesday.

The video, disclosed for the first time by Lin on Facebook on Saturday, showed Lin saying that Taiwan is a good partner because it had gained extensive experience in responding to cyberattacks, disinformation and gray-zone activities.

Taiwan, Lin said, has promoted a whole-of-society approach to strengthening resilience and proposed a “RISK Management Initiative on International Undersea Cables” to address emerging security challenges.

The 25th Berlin Security Conference was held Nov. 3-4, with Lithuania as this year’s partner country.

The event focused on Europe’s defense capabilities, security threats from Russia, and the war in Ukraine, and brought together political leaders, senior military officials and defense industry representatives.

According to Lin’s video address posted on Facebook, the Taiwan Strait situation has implications for Europe’s security and prosperity amid continued challenges to the international order from authoritarian forces.

Part of that, Lin said, was economic security, with Taiwan drawing on its strength in semiconductors, artificial intelligence, information and communications technology, and advanced manufacturing to help Europe pursue reindustrialization.

He cited Taiwan Semiconductor Manufacturing Co.’s plans for a plant in Germany, GlobalWafers Co.’ s investment in Italy, and Taiwan’s cooperation with Poland to develop a technology park as examples of Taiwan’s growing industrial presence in Europe.

These partnerships are helping build cross-border supply chains that were more secure and reliable, he said.

Lin said Taiwan was ready to deepen cooperation with Europe by combining their strengths in technology, industrial development and security resilience to help build a safer, freer and more prosperous future for the next generation.
