Well, 1. Riga today is no OPM, it kas been annexed by Latvia 2. If you think about world as when playing Grand strategy games, imperialism makes much more sense than in real life
I haven’t played EU3, but in Europa Universalis 4 Riga is one of the most important provinces for controlling trade in the Baltic sea, therefore it would make sense to want to conquer it.
