  1. Should be able to countersue for harassment and time taken to defend it. Class action too. Would discovery allow them to get registration plates of all those issued fines?

  2. There are piles of car parks like this now in Cornwall. ANPR cameras capture you on entry and exit down to the minute, but you are still made to use their crappy pay and display machine and guess how long you are staying. Enter reg slightly wrong or don’t follow their deliberately convoluted rules? £100 Fine. Going in, finding no space and leaving – £100 fine. OK so in theory you can fight it but trying is like being stuck in a Kafka novel. Pay for an hour, stay 50 minutes but technically you were present on their site for 61 minutes? Fine through the post. Obviously if you pay for 4 hours and stay for an hour that is OK, but you aren’t getting your money back and they can resell your space. There are a couple of places I just won’t go to now, even if I did stick 100% to the rules who knows if they will claim something that I would have to drive to Cornwall to prove or get out a ticket I paid for weeks previously. I just don’t know how they can do it, no other field I can think of can you just *be* somewhere and get inflated invoices sent through the post which they can legally pursue.
