While it is likely true that no final decision has been made, the Russian military is obviously ordered to prepare a contingency.
However, it is dangerous to chalk this up to simply Putin shaking things up and looking for an opportunity that arises, which implies that maybe this can be safely ignored and it’ll go away on its own.
I like the Judo analogy about creating and exploiting opportunities, but what’s important to note is that opportunities are created by legitimate threats.
I might attack a throw or a submission to make my opponent move and create an opportunity to improve position, but I’m absolutely ready to follow through and finish the initial attack if he doesn’t react. I’m not tricking him into moving, but has to move otherwise he’s getting thrown on his head.
So, while it’s not certain that there’s gonna be a war, it is almost certain that there will be a war if nothing changes.
So let’s say russia attacks Ukraine and defeats (lol good luck) it’s military? What’s now then? Look at the condition of russian own cities and streets, how they can afford occupation of massive nation that hates them to bits? Chechnya would look like a walk in the park. I think Ukraine needs to get strategic weapons and hit Russian oil industry and level Rostov on Don and Crimean infrastructure if Russia will cross the borders again
