Are countries like Luxembourg and Ireland – and to a lesser extent The Netherlands – lower than expected because their GDP is a bit inflated by foreign companies? Those three I expected to be more in line with Belgium/Germany etc. and all three are known to have foreign companies coming to them for… let’s say specific reasons…
One problem with the tech industry is that when someone comes up with a good idea it gets bought by Silicon Valley. I would like europe to keep more of it’s technology at home.
Those are rookie numbers. 10% is the minimum I want to see.

Sweden indeed has fairly good R&D funding, at least compare to Canada and the UK (based on my experience–YRMV).
The new German government will raise it to 3.5% according to the coalition treaty.
Not bad, but I would have liked 1-2% more.

Highest in the world are Israel, Korea, and Taiwan. It’s 2019 but it’d probably be safe to assume similar trend in 2020.
