I would report to the police, local council and BRA for the nuisance and to the OHSA because they don’t seem to be wearing dust masks and putting other people’s health at risk due to the dust.

You’re best bet is to contact bca.org.mt and file a complaint. I called them the lady was really helpful asked for me to detail everything including photos so it was a written report they can review and I had an email back in the afternoon saying they were going to investigate. And no joke within 2 days the entire road was immaculate and all construction stuff was neatly done. I was really surprised how helpful they were.
To be fair they’re not excavating, there’s always a loophole.
