Not going to happen. Russia takes the firm view that Ukraine is in a civil war, and the only way to resolve it is for Ukrainians to talk to each other. That’s what the Minsk Agreement was all about (agreed between the Ukrainian government and the rebel provinces, and guaranteed by France, Germany and Russia), but then the US and EU got involved and prevented the Ukrainian government from negotiating with the Ukrainian rebels.
Such statements are most probably intended to create an impression that Turkey is a stable country and contributes to regional peace. I doubt that Erdogan is that naive, or genuinly believes that Russia and Ukraine would approve such initiative. Nevertheless, it is the good thought that counts. Hopefully Turkey will increase exports and improve their currency rates.
