Germany has no, repeat no, desire to lead Europe. Certainly it is an important member of the EU and its opinion counts for a lot. But the EU has been set up specifically to avoid leaders and the like.
I think this article says more about Guy Verhofstadt and his back-room staff than it does about Germany.
