No organisation can plan properly if it does not have secure funding/income. Let’s hope the settlement proposal is something that can be agreed, not some dubious proposal by Grant Shapps that no one would accept so he can say an offer was made.

Aaah so the government CAN negotiate funding public services when it needs to. I’m guessing that to have issues in London would leave them with a bloody nose but the rest of the uks travel infrastructure can be ignored.
