There’s not a huge amount of deterrent, when people are considering attacking police, fire or ambulance service staff. They usually won’t face any immediate consequences; ambulance and fire staff will run away, and brand new police officers (who make up 60% of most forces now) are usually reluctant to defend themselves appropriately. If they get arrested further down the line, they’ll see very little punishment from the courts and limited condemnation from local communities either.
