Yeah, (s)he’s a dumbass for parking there but fuck the asshole that dumped that shit there. How difficult is it to call the cops and the have the car towed?

Technically the car can’t even be towed from there. Why? Because this is a parking. It is private, but “publicly available”. The owner of the parking may seek retribution for parking without adhering to the written rules of this parking (one of them should state that this requires permission or a fee). Take note of the fact that this place is in fact a parking, a board indicating that this is a Private terrain would be better in this situation. Blocking someone’s car like this is highly illegal…
If it’s that important for them that no one can park there they should put up some barricades/booms. This is a dick move.
Cool motive, still liable for damages to the car though.
