It occurs to me that, since steel is energy intensive to smelt, maybe the UK could make a trade deal with a place that has low energy costs to swap something we have that they want to buy for steel made by them, and that maybe steel acquired in this way would be cheaper than producing it here in the UK. This seems more important when you consider that the reason that steel production left the UK was high operating costs
