Could be several things. Kids being idiots, someone thinking this is an acceptable short-cut, protesters protesting some controversial cargo such as coal or weapons, suicidal people.
This being an S-Bahn, kids being idiots seems likely. (Is the S-Bahn in Stuttgart running on dedicated tracks or does it share it with the rest of the rail traffic?)
Some time ago, I saw one of those idiots. In that case, the idiot ran back and forth across the tracks from one platform to the next. At the next stop, the cops already were searching for him – he must have done the same earlier on at that stop.
