Those guys are the legendary Croatian comedians.
Željko Pervan (the guy with the mic), Đuro Utješanović a.k.a Tetak (the guy talking about Stalin and beatings in heaven) and their crew. They had a number of shows over the years, from the late 80’s all through today: Little morning, Night school and recently Pervan’s Evening News.
Most of their stuff is ad lib, meaning improvised. They’d pick a general topic for a skit and just go with it. I grew up with this shit and in my humble opinion it’s still the best humor ever made in Croatia.
Sadly, I believe the subtle humor gets lost in translation and for a lot of it online there is no translation. If you ever meet someone from the Balkan region show them this skit and they’ll rofl 100%.

RIP Đuro… Imao sam čast upoznati ga i provesti dosta vremena u njegovom društvu potkraj života i čovjek je bio toliko zabavan i dobar da je to nešto nevjerojatno.. Život ga nije mazio, ali je uvijek uspio sve okrenuti na šalu i činiti ljude oko sebe sretnima.

one should say this is a parody by a famous Croatian comedian Željko Pervan , not really a genuine response and anyone who beliveves otherwise doesn’t really reptresent crotian standards. With all due respect we had a true and great leader called Josip Broz Tito and he got in a fight with Stalin and won so, nobody in their right mind would support Stalin in Croatia. Na radio studentu često puštaju [ovu](https://youtu.be/iuyScCjvT2A) poruku i uvijek me nekako rastuži. Tetak mi je uvijek bio najdraži lik, a večernji školu sam gledao još tamo 90tih. Ujko je snimao dosta toga na kazete pa bi mi donio u Bosnu. Ne znam je li se netko sjeća starih epizoda, tipa Čvalje. Igraju se u plićaku i morski pas ugrize Aljošu za palac. Završi u bolnici, a tamo uhvate tetka kako na WC-u ždere hranu ukradenu od bolesnika.
