Planning authority is a money making machine for the govt -> allow illegal developments to go on then fine them and allowing them to regularise against a fee. Allows development permits for large cash donations to the political party (labour in this case).
Infrastructure malta is the same and large tenders are handed to party donators. They also will upgrade roads around hotels or establishments … particularly if theyre of party donators.
