I just became a dual German/American citizen thanks to my German grandmother.
We just left the Bürgercenter for the second time of being told my documentation was not enough. The problem is this: they have to put the city that’s on my birth certificate on the application. Like many (all?) American birth certificates, it lists the county of birth, not the city. It does list the city of the county health department. I’ll add a pic.
Anyways, the person working there could not have been less helpful or friendly. She refused to let me apply for the passport because of this. Even one of her less senior colleagues said, “that’s just how American birth certificates are.” Still, this incredibly rude person refused to help and said I need to contact the American consulate.
Surely someone else has encountered this?

Soyou expect someone to bend the rules when issuing a passport?!?
This lady might have been rude but she could lose her job over this (let alone the form probably won‘t let her issue your passport without a city of birth).
As she said. Contact the American consulate.
There is no way around this.
