My family and I (EU citizens) are travelling to France this Sunday. French gov said that they will introduce tests for NON-EU nations from Saturday. Does this rule apply to everyone or just non-EU passport holders? I am really confused.

UK is not in EU so I guess you have the answer. It’s for all countries outside EU. It’s not based on people but on countries.
Yes, you will need the test. The virus does not care what passport you have.
Yes you need a COVID prior to your departure. You will also need the proof of payment that you have purchased à COVID test that you will do 2 days after your return.
This is what a colleague in the UK had to do when visiting us in France
And you are not an EU citizen anymore
