Russia has weaponised it’s people by using them as an excuse to invade. Whilst far from ideal, it’s understandable people and governments are going to look at movement of Russians and want to track them.
If there are to many Russians in Georgia, criminal Putin will come with the army to claim that it belongs to Russia.
Georgian population is about 3 million, it won’t take many Russians to dilute them and provide an opening for another special military operation. Wait until Putin finds out they don’t use Russian as state language there.
Separate bathrooms and bus seats should also be implemented
Honestly, it makes most sense to send Russians fleeing Putin to the western parts of NATO or non-NATO countries like Austria Switzerland or Ireland.
