Its a channel islands plate.
Guernsey…very straight forward really, the first car registered was number 1 the 396th was number 396, you can guess the rest. This does lead to some quite cool numbers as you can imagine. The Guernsey Government fairly recently allowed the number zero to be allowed as the first number and also in fact double zero. So now they have numbers like 007, 030 or 0011 for example. Like the rest of the UK the numbers can be bought and sold and transferred to newer vehicles.

I’m late to the party, but I’d have guessed a dealer / fleet plate, but the general consensus is Guernsey so I’ll go with it.
