I was in the Museum of Industry in Ghent earlier and I encounter a post which is kind of advertisement but the tag called ´cotton propagate’ but why propaganda ? It was just a post to promote the business in order to make the people to have a job.

Propaganda didn’t have a bad connotation back in the day. These days it would be called PR or something.
Propaganda is any kind of one sided promotion. All PR and publicity is one sided, thus propaganda.
Nowadays it has a negative connotation, mainly focusing on populist and political ”publicity”.
I must admit that it’s an odd choice of words for a simple add.
It’s an old sign, propaganda didn’t always have a negative connotation..
