It is a plan meant to pacify those who claim nothing is being done to help the NHS, it is not a plan to actually help the NHS.
Pure grandstanding. The new system isn’t perfect but the move away from the phoney internal market towards an *integrated* (clue’s in the name) system is a positive one.
