I actually think anything that pulls money out of Russia without helping its war effort is a net positive. Russians leaving the country to spend does that.
I’d also guess that some of those Russians are draft age males who don’t want to be sent to Ukraine. Giving them a way out is also a net positive.
I don’t know why they wouldn’t.
Russia is actually pretty restrictive about even tourist visas from most countries requiring people visiting be endorsed by a resident or professional service and when you’re there you’re not allowed to go anywhere by yourself.
