Gonna have to agree with the other, doesn’t look Norwegian. Kinda looks like one of the british seaside resort towns. I’d recommend asking the Welsh, Scottish or English subs instead! (Maybe Irish or French as well?)
That is not Norway, but from from the Portuguese archipelago of the Azores encompassing the island of Faial.

I am so sorry for your grandma. My grandmother lso lost her memory, and it was hard to watch. Hopefully the response you’ve gotten will help bring back some good memories for her.
