If you check this link there are so many washing machines and dishwasher being posted weekly. Can someone pls explain where do they get them from and can they be trusted for a good quality device?

If you check the “Über” section of the seller’s profile page they state that they sell “werkstattgeprüft” items. Now that’s still a long way from *refurbished* but is used to imply that the item in question has been checked by a qualified technician and potential technical damages have been fixed.
That’s a shop. So they buy up old devices, check that they’re basically functional, and resell them.
The major concern (apart from the fact that you have no guarantee how long the thing works) will be energy use. Many old appliances have extremely high usage compared to modern ones.
