Care in the Community (also called “Community Care” or “Domiciliary Care”) is a British policy of deinstitutionalisation, treating and caring for physically and mentally disabled people in their homes rather than in an institution”. I guess the gov did the numbers and figured out a few deaths here and there are worth the cost savings of keeping these nut jobs locked up. Tragic for the family.
