For me it seems that name “Putin” in this article is clickbait. I guess Putin knows a lot of Russian billionaires, only this doesn’t make all them to be “ally” (whatever this word here means).
So Putin is mentioned to make this article interesting to western reader. Would the headline have been “Russian billionare aquired majority in Russian social media corporation” then average person reaction is “meh”.
does it really matter? VK was always controlled by the russian government, just like Telegram is as well because it is not end2end encrypted by default.
Why pay for it? Putin can just send tanks into their parking lot and take it
