They probably shouldn’t be using any Microsoft software either.
In a “general advice” way, not in a “they’re out to steal our secrets” way.

Pretty standard advice from a confidentiality point of view. Makes sense.
Government data likely has a classification of how it can be handled in Ireland as is the case in most countries. So for example, non-confidential data can probably be transmitted electronically and handled by public cloud, can be seen be a broad audience and so on – confidential data is usually ‘certain eyes only’ and we might have specific rules in Ireland about how it’s handled electronically (if at all). In some countries confidential and highly confidential data is transmitted via paper only.
These smart speakers are always recording and sending data off for analytics, if you have an Amazon echo you can go and listen to all the recordings it has in the Alexa app. So from a data classification and compliance point of view, this piece of advice makes sense.
Trick is to you play your smart devices off each other, good espionage is all about misinformation rather than no information. Tell alexa you think uncle sam is the best, tell your samsung you love BTS and tell your Huawei you think more chinese trade is a great idea.
At the start of the pandemic my job issued comms to the same effect, I work for a big US Bank with a multinational presence, I thought the same thing about our phones being just as bad as alexa but whatever! 🤷🏻♂️
