Push that metal tab in at the bottom and it should lock. People tend to just force them shut when they are still locked so it’s pretty likely that it might be broken.
Edit: or pull it out depends on the model.
When the metal thing is properly locked window doesn’t move.
Some models lock in place when you turn the opening handle back to locked poisition.
That is the friction model of the lock and the tab just separates the windows. There is no way to lock that type open for sure other than jamming something between the window and the frame.
If you still pull that a little that part between the windows should lock it open. Now it looks that the part is not locked in the inner window.
Mine has few holes in the metal bar. I keep some Ikea Allen Hex key close by and stick it to the hole when o want it locked open.
