Sillamäe has about 13,000 inhabitants. In the video, at 6:42, you can see an old water tower. This suggests that the location is Viivikonna instead. When Estonia became independent, people no longer had jobs, houses did not have central heating, and they started stealing wood from empty houses to heat their stoves.
Those who remain there go to work in the city. But this is Ida-Virumaa, wages are low and they can’t fix their houses.
Sillamäe used to be a secret closed city where USSR enriched Uranium and for a while dug it. It was built by prisoners and they were the mine workers as well including homeless teens.
So I think it’s pretty logical why it is a ghost town these days.
Sillamäe is 5:00-5:30. Viivikond after that.

This is not Sillamäe as Sillimäe is poor but normal liing place. But this seems to be like some of these cities what are abandoned city(city what servet some purpose in soviet times but now like no use so no job, no shop etc). How human can live? Human need for living water and food and warm room. So if some people want to live for some weird reason in such place then you can get them all but yeah life is there really low quality. I dont know anyone who live such place so cant ask what motivates them to live in such conditions and why they just dont to move few kilometers into somewhere where is working water system, shops, electricity etc.
