Here is only thing i found about the birth place and its vovoidership
And wołomin is pretty easy to find geographically as its a part of warsaw aka capital city agglomeration currently and the capital of its county(powiat wołomiński)

Good luck. It’s in Ukraine now and the documentation you need may no longer exist. If it’s survived it was probably moved to Polish state archives after USSR’s depolonization campaign.
What used to be Rykanie Wielkie during IIRP is now Velyke (Велике) in Rivne Oblast, Ukraine ([Google Maps](https://www.google.com/maps/place/Velyke,+Rivne+Oblast,+Ukraine,+35132/@50.5982308,25.2648146,12z/data=!4m5!3m4!1s0x47259d134d085213:0x935d4969ad1d8252!8m2!3d50.6068862!4d25.314113)).
