Back in 2010 it looked the same way as top pic related, I am still certain most of łodź looks like the top picture.
This was the only place in Poland which I pretty much disliked. It felt a bit soulless

Smoggy day versus sunny day 😂
They had Lodz of smog back then.
The weather surely got better during those 18 years.
Patch notes:
-Improved render distance
-Modified the lighting engine
-Made corrections with some texture and objects
So nothing changed except the weather is better?

Lodz zoomed in quite a bit since 2003, in 2100 we will be looking at just the road …
Did they also plant trees on this street they changed or only reduced lanes?

The photo at the top looked more like Manila, Ho Chi Minh City (Saigon), or Mumbai (Bombay)!
Only light, weather and zoom are different.
Almost everything visible on second picture seems in the same place as first one.
CO2 emission reduce
This is not very accurate. Poland still has a huge amount of coal burned to heat homes in the winter. The air quality can be extremely bad and very unhealthy. The city centers are generally cleaner, but it can get as bad as the first picture in smaller cities with more domestic coal burning.
