To find the switch in the dark.
The White one turns on the light, the Red one is so you can find it
We have an identical one in our apartment. It turns on the light in the stairwell/by the elevator .
In fact, it looks so much like ours that, combined with your comment about installing lamps, I honestly wouldn’t be surprised if you’re our new neighbour.
Since it is near the entrance, it is for the stairwell lights.
It’s an indicator. If it’s dark you can find that lamp and it is next to the button that turns on the light.
I have a similar one. Mine lights up on the power is on. It is useful since the contact is connected to a light outside, while the switch itself is indoors.
Nobody knows, it’s just there.

[Your switch](https://www.harald-nyborg.dk/lk-fuga-afbryder-1-pol-med-lampe) is for public spaces, stairwells etc., so the lights turn off automatically after a set time. You can’t trust people to turn off the lights in public spaces.

As others have mentioned it’s to switch on the light, with the red light to help you find it.
There has been a development toward automatic lights. And sometimes the switches say, because it’s cheaper than removing them.
So it might do nothing.
This is just a nice little lamp we have here in DK
Depends on how you wore it, it can also be wired as only on when the light is on, ie. used as an indication to remember to turn off the lights in the basement
