  1. bolivia had a wonderful solution to this when the water companies where trying to extort them.

    they “let” people arrange to have their meters bypassed so long as the work wasnt seen. and if the bypass was discovered, the police issued the poor victims of obvious break-in and vandalism advice on securing their houses better and would arrange for the utility to come out at their leisure to correct the tampering.

    so sad that the meters where oh so often re-“vandalised” overnight within 12 hours.

  2. Seems entirely reasonable to charge people for historical debts first, especially when energy companies can’t chase you for debts after the 1 year mark. It isn’t like most things where they have 6 years to make a claim.
