It looks like a retread. There are more of retread factories that are marking tires with their name. Most well known is “Pneu Vraník”.
Would I get retreaded tire for my car? Definetly NO. They are very heavy and very unbalanced, so you will get little bit cheaper tire, that will cost you a lot more on gasoline and it will make your riding very uncomfortable.
But retreaded tires are good on skid steer loaders. Retread with truck tread on them will last twice as long as new tire on concrete.
