I would have thought that digging a tunnel under a road to cut off an oil terminal must violate some kind of law, and that the police would have a reasonable authority to use force to clear the tunnel so some engineering bods could determine the best way to fix the problem.
Potentially criminal damage to the people who the road belongs to, presumably the local authority.
whos land was the tunnel dug on? and is planning permission necessary for the work?
