  1. Festive decoration i presume. Mainly used for town/city/village parties where they decorate a whole neighbourhood or village.

    Thats my guess.

  2. Based on the statue of Spinoza, I think this is village of Rijnsburg. They just had a week of full of celebrations (Rijnsburgse Feestweek). So yeah, these are festive decorations (lights), near the river the Vliet. The red object is a tower, the coat of arms of Rijnsburg.

    Every august the ‘[Vliet](https://imgur.com/a/NOJF1Nb)’ (actually a kind of cosy ‘sloot’ in the middle of the village) is decorated for the ‘feestweek’.

    One of the main events in August is the [Flower Parade](https://www.rijnsburgscorso.nl) where beautiful decorated flower trucks drive by.

    Rijnsburg is a small town, part of ‘gemeente Katwijk’, next to Leiden.
