I don’t believe that the 5h is part of the sign (that should concern you, the road user). No authority in their right minds would print information they want people to read in a 6pt font.

It’s graffiti.
that is a “identifier” print to identify the tester who determines the contrasts, reflection and colors are right.
The number and letter is printed on it to identify the tester who tested it.
every sign has something like that on the bottom, but normally it is on the outer white ring and NOT seeable.
So, someone printed it wrong.
