The top one means that there could be children using that crosswalk, so to be carefull and not hit one. Lower one means that theres blind people
Its a crosswalk for the rats from Shrek.

Probably near a school so “Vaikai” literally means “children” which in this case is rendered “Kid’s crossing” and the shades say “Be aware of Blind People crossing here.”

The black sunglasses mean that this crosswalk’s trafic light has an inbuild beeping audio system that starts beeping when the light turns green and it’s safe to walk across the street. At least thats what I think it is.
Warning mostly for driver’s that blind people can cross without noticing the car except if they can good ears they can stop
