Long story short unless they are an online site with a history of ripping people off and are on a police official blacklist it won’t effect them.
Operators will start marketing “open online account in Malta/Jersey/Luxembourg/etc” in December, so that customers get their accounts before New Year. Business as usual.
Blocking anything in EU looks like putting door in open field. There are tons of countries you can avoid local limitations.
