Not entirely sure but looks like a control panel for electrical floor heating. Have similar kind of panel for my bathroom.

Definitely a floor heater, I dunno if other houses are different but the ones I’ve used are only extended to the bathroom/shower room floor and they also help to keep the floor more dry after the shower. Can get nastily hot in the bathroom if set on max
Don’t crank it up too high or you’ll see it in your electricity bill…just put it around 3 and you should be good
Its a bathroom floor heating control. Dont set it to max setting. Around 3-4 and you’ll be good. And remember to close the bathroom door so the heat wont escape. Otherwise the floor never gets warm. The green light means it has reached to the temperature you’ve set on the control. Red means its heating up.
The floor heating keeps the bathroom floor comfortable, but it also prevents slow water damage and mold in the bathroom. Normally, it should be kept on the setting 2-3. Given the current electricity crisis and prices, you may want to set it lower at day time and higher when you sleep. Whatever you do, don’t let the bathroom stay damp for extended periods.
I have one of those. For me it controls the bathroom floor heating.
