It s a measurment device. They might have construction works nearby.

The system performs automatically repetitive measurements of pre-defined points. The system is installed when nearby construction activities may alter the foundation of an existing building and cause cracks and failings.
As methodology, you first install the device upfront construction activities to calibrate it and understand the regular fluctuations within the object. You can do that by measuring how much a predefined point moves around its initial position over a defined time. Once nearby construction starts, you monitor deviations from your calibration and in case an issue occurs, you execute predefined mitigation strategies.
This can vary from a simple report, to altering the construction strategy to a full blown evacuation.
Just to give you a perspective: If a construction company digs an excavation pit underneath a hospital and the foundation of the hospital moves just slightly and causes a few cracks, the damage sums up easily to several Millions.
That’s why such monitoring can help to determine if the damage occurred because your construction activities and protects you from costly lawsuits.

In Switzerland, we give little to no money for rail infrastructure. This twisting thing is actually a device that works like the giant doll in squid games. Any train crew running late is getting shot.

A tachymeter. It measures distance and degrees to marked points, therefor determining its own position and the position of the points exactly, with a margin of error of few millimeters or even less than one. If a point moves which isn’t supposed to it will trigger an alarm. It checks all points at a determined interval, that is the abrupt movement you are seeing.
Before construction near the track there are points attacked to to EG the rail next to the construction site. If they move it is bad. Very bad.
