My mom is diabetic and visiting me from outside EU. So what are our options? She just has a basic travel insurance just for the seek of the VISA application. Can she visit a private doctor for example ? Go to public hospital ?

She can bring them over when she visits.
Call a doctor. She’ll need to pay for the appointment and the medicine. I doubt travel insurance would reimburse this but you’ll need to read the details what you got to know.
