If you want kabouters in your house you should remove it
Have you seen Being John Malkovich, that’s my first thought.
There may have been a gas/oil heater in that room at one point which would have needed access to a chimney.
Seems like a point to tie your bondage straps. Very common in Amsterdam homes build in the 1960’s

This looks like an old garbage collection system. Do you have neighbours below of above you? They might have the same entry point. On the ground floor there was a bin where all the garbage was collected.
