Hi,
Every night between 4-8 AM I can hear the sound of TV coming from the apartment next to mine.
I am at the last floor, so the only apartment next to me is of another building.
I went at the window checking and there were the lights on.
I don’t know who he is since is not my building and I cannot enter to ring everyone and tell them.
What do I do

You could leave a note on the Haustür asking them to turn down the volume or close their windows when they watch TV late at night, but fundamentally they are allowed to live their life on whatever schedule they choose. Having a wild party at 4am is not ok, but watching TV at a reasonable volume or walking around is, even if it creates noise for neighbors. That’s part of apartment living
Despite what many people think,”silent hours” do npt mean one actually is not allowed to make noise. One just has to be quieter than one can be during the day.
In a multi-flat building, it is totally not unusual to hear some of what your neighbours are doing.
So ask yourself: is that neighbour watching TV at a normal volume, and you are just unlucky enough to hear it in your place? If that is the case: they are not doing anything wrong, you will have to deal with it.
