It was hung up by the HBLA (höhere Bundeslehranstalt) für Gartenbau, which is a renowned school for gardening/farming, which specializes in flowers and artful gardening. It’s right next to the Schönbrunn gardens and students take care of the gardens, breed flowers etc for it as part of their curriculum as far as I know. This means that it’s something official, not just put there as a joke.
As others have said, it’s probably for a sponsorship for an old tree. Another option, since this looks fairly fresh, it could be part of a scavenger hunt for children visiting the park. But since the equations are already solved, I don’t think this is the case
