The probably did notice, but only when all billboards were printed and decided they’d run with it rather than spend another couple of thousands to do a new print run.
Shit happens. First design job I had I made a typo in the date. No one else noticed and sent to print. Owner printed out new dates, cut them out and pasted them on the (hundreds of) posters.

Ah, reminds me of a couple of years ago when they misspelled the url on a poster for “Bruxelles Les Bains” to “bruxelleslesbians” (no TLD, because I don’t want to create a link)…

Well, that’s one way to make people talk about it. No such thing as bad publicity. Not saying they did it on purpose ofcourse.
Because it costs a lot of money to correct it, and no one dies from a typo.
Jullie hebben het allemaal over Zilver, maar heeft niemand gemerkt dat ‘June’ ipv ‘Juni’ erop staat? Of ben ik de eikel?
