It’s easy to see in this image but if the road marking are hard to see because of wear and tear or sunglare and throw in the corner for ambiguity I imagine some people would struggle to know if they have right of way (route 3).

I’m usually driving from School street there and have to gingerly get out without being T-boned by someone. I reckon they should get an extra stop sign in here at the top of Thomas Ct.
Definitely 3 but it’s one of those where only half the drivers on the road know the rules so it should be a roundabout.

3, then 1 (yield) then 2 (stop). Only problem is if a car at 3 doesn’t know about the other road markings they will probably yield and confuse the others

1 & 2 each have a white line perpendicular to flow, which means stop (even if no stop sign were visible). So 3 has right of way.

Drive defensively. Assume every other driver is a fucking retard and you never have to worry about right of way. Most accidents are caused by people defending their right of way.
Poor road planning, its defintely 3 because of the road signs, but I reckon the stop sign should be on 3 not 2 to best avoid an accident.
3 has clearly the right of way but without having any knowledge of the local area, you would think that following normal rules for flow of traffic, 2 should have the yield sign and one should be a full stop
I walk through there daily, and drive it regularly enough. While 3 is correct, there is no yield/stop sign on poles at 1, just a faded yield sign painted on the road at a traffic hump that nobody sees. While it might be faded the painted yield sign is new-ish, years ago it was pretty clear that 1 had right of way, so lots of people assume it hasn’t changed.

I come from the direction of 1 a lot and will often pull out when I see a car coming from the direction of three, after yielding and if I judge it safe to do so of course. I notice a lot of people plough straight through that intersection and I can empathise with your frustration OP.
The American system of uncontrolled junctions would be handy here, if anyone would obey the rules on it. Go in order you arrive.
Right of way would be 3, 1, then 2. Assuming cars arrive at the same time to the intersection. Yielding driver at 1 has no requirement to stop.
3? Over here in Germany, there would be at least 6 signs, and I guess it would be an “Abknickende Vorfahrtsstraße”, one of the most German words ever.
I wish they would put proper signage or traffic lights there. Its so sketchy and you can never trust people coming from Thomas court to yield. It should just be a stop line.
I got my van totaled at this very junction one night in 2007. I was coming through 1 and could see that 3 was clear. As I came through someone ran the stop sign (in 2) at speed and broadsided me. I was grand but the van was fucked. The guy driving the other car wasn’t familiar with the area and didn’t see the stop sign… Ah, memories
So yeah, it’s a shitty junction all round
