So I read in the news today (with the help of Google translate) about the “Drittes Entlastungspaket”. But I am left unclear if it offers any payout or tax breaks for employees with a normal salary of say 3500€/month, similar to this 300€ September package?

No, afaik the newest package does not include anything new for employees beyond the 300€ that was previously announced
