tl;dr: Should traffic coming from direction 2 with a green light yield to traffic already past stop line 1 and in the red outlined box?

Inspired by the other right of way post this morning, I’m curious to get people’s opinions on this junction.

There are two stop lines with sets of traffic lights, labelled 1 & 2 on the diagram. When the light is Green for 1, it is red for 2, and vice versa.

However it is pretty common for traffic to get past the stop line when the light is green, but to not be able to proceed past through the yellow box before the light has tuned red, as there is another set of traffic lights just past the bottom of the image, which can back up traffic to the end of the yellow box.

My question is, when traffic coming from direction 1 gets passed the stop line, and is left sitting in the Red Outlined Box, waiting for the path forward to clear, should the traffic from direction 2, yield to traffic coming from direction 1 (traffic coming from their right) even though they had a green light to proceed past stop line two?

I encounter this junction any morning I drive/cycle to work, and there seems to be no consistency from drivers on who has right of way in this situation. Some drivers will yield to traffic from the right, some drivers will push through and not let anyone in from direction 1 etc.

Drivers doing this are not following the rules of the road.

  2. Typically, the car to the right has the right of way.
So unless signposted otherwise, I would think #1 has right of way and #2 would yield.
All rules go out the window during rush hour or the school run.
